Title: menus help

In win 7. I don't like one thing and I hope there is a settings for it.

When you go the start menu or open a program or even use iE Online you can see through the Menus.

And some programs the top and Bottum of the program is see through.

Is there anyway to just make everything not see through and just a Solid color?
