Running win 7. How do I move the CONTROL PANEL button on my desk top to the TASK BAR. When I right click the button it only allows for OPEN, CREATE SHORT CUT, or DELETE.

I don't believe you can do that. Anyway, why do you think you need to do that? Control Panel is on the Start menu, so it's easy to get to.

You can't. The task-bar is for running applications. You could put it in the Quick Launch tool bar though.

You mean enable the Desktop toolbar, right? Windows 7 does not have a "Quick Launch" toolbar.

It does, it's just disabled by default.

OK, thanks. I presume he'll want to expand the Quick Launch toolbar enough to show the icon for Control Panel on the taskbar. Otherwise, he'll need to click on the the ">>" representing the Quick Launch toolbar to see its contents and, since this would be no quicker than clicking Start and selecting Control Panel, there wouldn't be much point in adding the Quick Launch toolbar.
