Hi
Can you scan a document and change the text.
If you can, Do you need a software to do it or hardware device.

You seem to have answered your own question.
OCR Optical Character Recognition (software).

Instead of a scanner taking a 'picture' of something, the software can also 'recognise' the writing and create a text type file which can be edited.

If you wanted to edit a 'picture', it would have to be done in a paint shop type program.

OCR software should come with the scanner.
When you scan something, check out your options.
