Title: uninstallation pop-up wont go away

My computer has had a lot done to it lately including uninstalling many programs we don't use anymore. Now, after trying to uninstall a program there is a pop-up icon that appears EVERY time I boot my computer..and it will not go away. It says WISE UNINSTALLATION..then goes to something that says "INSTALL.LOG file could not be found."
I have tried every way of removing this and it still appears..I don't know what the program is or how to fix it. Please, if anyone knows how to fix this, let me know!

Use a program such as Regseeker or Advanced System Optimizer to remove irrelevant files and registry entries.
