Why can't I install the Mac OS on a Windows PC now the the Mac is made with Intal Chips and CPU in it just like a Windows PC is. I can install Leopard OS witch I have but it is not the same as the new Mac OS. ::) ::) ::)

Because it violates both the Windows and Apple EULA's...legalese for what you agreed to when you purchased their products.
At any rate i will tell you that you won't get assistance here on the issue as well.

It is against Apple's License Agreement.
It is entirely possible to install Mac OSX on a PC. Such constructions are called "Hackintosh" computers. They do however violate the Apple EULA.
