Title: missing folders?

Using XP Home and just encountered a few problems! System Tools shows only Security Center when clicked. All other folders like Restore, defragment, & etc are not showing. On the control panel clicking on user accounts does nothing at all. Clicking Administration presents an empty folder. Help!!

Check System32 to see if the folders and files realted to System Tools there.
