Title: broadband and between 2 and 3 KB/sec

I have a Webstar cable modem. Use windows 98.
DPC 2100 serie. ( made in China). I do use windows 98.
I tried to download zonelab free edition. Time 1 hour 55 minutes.  
I have a broadband connection.
What can be a reason and a solution for my problem???

Did you contact your cable provider? Has it always been this way? If not, what has changed?
