I'm not sure how you lost it, but you can right click on the Desktop and choose New/Shortcut, then browse to Program Files/Internet Explorer/IEXPLORE and click OK. That will create a new one. ;)

Well i'll give it a shot based on the limited amount of info provided...
Open up Windows Explorer and scroll down to the Program Files folder on C: Go to Internet Explorer folder and open it...find an icon labeled IEExplore and right clik it and choose Create Shortcut. Drag and drop this shortcut to the desktop and you should be good to go.

Tony:
1. Right-click your Windows desktop and select Properties.
2. In the Display Properties dialog box select the Customize Desktop button.
3. In Desktop Items dialog box, select the Internet Explorer check box and select OK.

Getting rid of Norton is tough anyway. There are specific instructions on the SYmantec site on how to remove the Norton virus.
It can be harder getting rid of the damage it does. Do you have a Windows CD to reinstall with? It would surely be quicker and the results would be guaranteed to solve the problem. Some people like to cobble together a solution, and sometimes it works, but you could have been fixed by now.

You can use the RNAV tool from the maker of Norton AV to remove the antivirus program:
http://service1.symantec.com/SUPPORT/nav.nsf/docid/2001092114452606
I've used it myself, and it works like a charm!
