Powpow....  Have you tried reducing your resolution and seeing if its still like that .....or have you checked to see if you have the correct driver installed ?
What size and type of monitor are you using ?

Internet accelerator?! hum... free lunch.?!  lol what do you mean?

Are you running an internet accelerator?
They give you faster browsing at the expense of picture quality.
(You may have one running without even knowing it)
How about a hijackthis log so we can see what's running on your computer.

Powpow..... It would appear that you may have a trojan in your machine ..... So first thing to do is ...turn off your system restore . THEN...........
Please mark the following for removal:
 R1 - HKLM\Software\Microsoft\Internet Explorer\Main,Default_Page_URL = http://www1.ca.dell.com/content/default.aspx?c=ca&l=en&s=gen

  R0 - HKLM\Software\Microsoft\Internet Explorer\Main,Start Page = http://www1.ca.dell.com/content/default.aspx?c=ca&l=en&s=gen

O4 - HKLM\..\Run: [dlcgmon.exe] "C:\Program Files\Dell AIO 810\dlcgmon.exe"

O23 - Service: Intel(R) PROSet/Wireless SSO Service (WLANKEEPER) - Intel(R) Corporation - C:\Program Files\Intel\Wireless\Bin\WLKeeper.exe

now click fix marked , reboot and see how things are . If the issue is still there repost a new hijackthis log.

There doesn't seem to be an accelerator there, I'll have an indepth look later today.
BTW, download & run Ewido.
Check IE>Tools>Internet Options>Advanced>Multimedia>Smart Image Dithering...Tick it.

Edit: Post overlap DL :)
