Title: Internet Explorer 7 cannot display web page

Windows Network Diagnostics states "Web Proxy is not set up to establish a connection on port 9100 with this computer." Going to LAN settings, Use automatic configuration script is checked with the address of http://localhost:9100/proxy.pac.

Unchecking Use automatic configuration script and then checking Automatically detect settings, then pressing OK it goes right back to Use automatic configuration script is checked with the address of http://localhost:9100/proxy.pac.
