Is a gateway VX700 moniter compatable with a gateway E-4200 CPU ???

That's not your CPU, it is a series of computers.
The actual model would help.
That is a VGA monitor, so it is very likely that it will work with an older PC such as one from that series.

I have a Gateway E-4200 computer.-->(not CPU)

The monitor will work fine.
