I am using Windows Vista Home Premium
1GB of RAM
2x 1.73 GHz CoreDuo processor (Intel)
Dell << Explains any issue
I have about 13-15 (average) svchost.exe processes running (out of 66-76 processes on average)
They are all running at the same time, but on separate user levels (see screenshot below)
What causes this to happen, and how can I fix it?
avast! Antivirus, Windows Defender (spyware/adware)

This is not a problem, SVCHOST is an integral part of Windows Operating Systems. It handles processes executed from dlls.
I've never seen so many though, maybe your antivirus or Windows Defender is causing them as they perform their active scanning?
I don't have any svchost.exe processes running at the moment and I'm on Vista Ultimate. Note: I do have UAC disabled.

I doubt that my Antivirus scanner, or Adware scanner would cause a problem like this, since they should not execute any DLL's into the memory.

DLoad and install Process Explorer...it will give you more details on what is using each instance...

Thats what I got.
You see the highlighted red IEUSER?
It keeps flashing. It appears at first for about 1.5 seconds green, then 1.5 seconds red, disappears for about 3 seconds, and comes back, and it happens over and over and over again.
Edit:
Actually, thats happening on a few of the tasks....
