OK When you log on a computer with xp. normally you have to get by the user password to access all applications, programs, I am referring to AFTER user password you will arrive on desktop. Then you will go to a short cut or look through start to work on your computer.
I am talking about where you could not access start button, it was password protected. Question HOW IS THAT DONE???

So you want to be able to achieve what they have done on the computers at Best Buy?

I suggest making a limited account and then on an Administrator account modifying group privileges in some way. I can't really help you though.
