Title: moving lines on computer

what do these moving lines on my computer mean?
what can i do? have already scanned for viruses.

Welcome to the CH forums.

It's a bit difficult for us to see the lines but they could be caused by a defective monitor or video card or even just the monitor connections - have you tried unplugging/replugging?.   Can you swap monitors for a trial? (don't try that with a laptop).
