I just upgraded my pc's Motherboard and CPU, the new motherboard and cpu are working fine as far as I can tell. On startup the computer boots as per normal, all of my peripherals load and are useable and everything is great. As soon as windows loads up they all turn off and are no longer useable. What do I do?

Is this a fresh load of windows or did you put in a new motherboard and CPU and use a hard drive already loaded from your old computer setup?
What version of Windows?

It's windows XP, and the hard drive already had my Windows on it and the peripherals all worked with the previous motherboard and processor

I suggest reading it thru thoroughly before proceeding and printing out a copy for reference...
You will need a genuine MS XP CD for this procedure...a copy or an OEM CD will not work.
With any ver. of Windows after Win2K you cannot simply swap a drive into a modified machine...the OS is tied to the hardware it was installed on.
