Clean boot - A clean boot is a troubleshooting technique that allows you to get the computer up and running so that you can perform diagnostic tests to determine which elements of the normal boot process are causing problems.
Windows Optimization - I DON"T KNOW HOW TO EXPLAIN, just google search it

It's not that complex...it means shutting down completely and waiting 2 minutes as opposed to just re-starting the machine.

Windows optimization apply to number of actions. It all depends on personal needs.
Among others, it'd be: uninstalling unnecessary programs, play with startups, virtual memory, etc., but also doing some cleaning procedures: cleaning temp files, running defrag.
In general, bringing Windows to a state where there is nothing unneeded running, or staying on your hard drive.
