Title: pictures too big when received through Outlook Express.

When I receive pictures from one individual through Outlook Express they are 4 times the regular size.  Can that person downsize them and how?

Aside from what patio said...
The problem may be your, and your sender screen resolution. What appears normal to your sender, may be too big for you, if your screen resolution is lower.
