Title: When I try to download in Internet Explorer

Dear Users
When I try to Download any thing it says the your adminsitrator cache the download is off from 6:00PM to 1:00PM can i download in this time any suggestions any software any internet explorer settings

Who is the administrator and why is the computer configured to not let you download in that time period?
