I've already checked to see if the line-in was muted by default under the Speakers Properties > Levels,
but it doesn't even have the line in level
I'm on Vista Ultimate 32bit, using a High Definition Audio Device
here's how it should look (picture i got from microsoft's website)

make sure line in is selected in your recording controls window. double click the speaker icon in your task bar, then go to options, and properties. Select recording and click ok.

These instructions are for windows xp, and I'm not sure if they would be the same for vista, but it's one idea. anyone else know how it's done in vista?

Mine looks like yours, but I don't have anything plugged in. In previous window, under "Recording" tab, does it say, that Line-in is plugged in?

yea it works, i have no problem with it, it's just that i can only hear the line-in after i recorded something

Did you try to reinstall driver, after downloading the newest one?

i just checked and my driver is up to date,
how would i reinstall it?
it only gives me the uninstall option

After a format the first thing you need to do is make sure all all of the drivers are loaded. Go into device manager and look for a yellow or red ? or !. if you see one of these you need a driver. The second thing is to go to microsoft update and dowload and install all of the updates for your machine.
Your computer may have come with a drivers disk. If it didnt you should check your computer manufacturers website for driver downloads.

everything is up to date, i installed service pack 1 last week, and i've installed every update since today
is there some kind of software that manages the settings of a soundcard?

i went to my computer manufacture's website and found the driver,
it's working beautifully now :'(
