Title: Opening a Server Port On My PC

Hello?Please Help Me.How can I get a server port open on my computerwhen my PC is having a dynamic ip address.And what if The iSP providor can not provide a static IP address ?Well i nead the server port opened as i use  Peer sharing or P2P softwares like Azureous and uTorrent.
