Title: Need to create a track to download onto my ipod...........

However, i only need a sound to go off every 12 then 8 seconds alternatively for a total of 20 mins. Is this possible and on which program?

you will have to record this.

i would use windows sound recorder once you have recorded the 20 second track (12 + 8) you can simply copy this until your 20 mins is up.

What on earth are you using this for?

I'm sure you could do this in Audacity (http://www.audacity.com).
