Title: Bad performance whilst downloading.

I recently created a new user account because on my original account Windows Media Player stopped sharing media on my network. With my new account it works fine and I had no problems at all. But now I've got a completely new and different problem; every time I download in any way (using web browsers to browse pages, watching YouTube videoes, downloading from servers etc.) my computer becomes extremely laggy. My music becomes immensely skippy and my cursor doesn't even move smoothly around the screen..

I've tried checking my processes whilst downloading to see which changes the most and it seems to be System (NT Kernel & System). I checked to see if the same thing happens on my original account and it does. I've also scanned my computer for viruses and still no change.

It's really annoying, and I can't figure out how to fix it. Any help will be greatly appreciated.
