Title: How to use newer Windows versions with 3.1 version

Please help if you can.  Is it possible, or is there a special software that can allow for the Windows 3.1 programs to operate using a newer computer with a current operating system?  I have older software programs and data on 3.1 version platforms and wish to use them on newer Microsoft versions.  Is this possible?  TIA

It very much depends upon the program you want to run.  Windows XP has a compatability mode that you can set for each program.  There may even be newer programs bundled with newer Windows that already know how to run your older programs.

Just for fun, what programs are you wanting to run?

Its actually my father in laws computer problem and will have to ask him exactly what he is looking to do.  He felt there was a actual software available to do this.  I will repost shortly when I find out.
