Title: How do you enable Chinese language in windows vista?

I'd like to be able to see the actual chinese in some programs isntead of seeing the ??? characters. For example, in NTCU6 program, it has the problem.

I know you can install language pack or change system locale to read chinese when unicode won't work, but those change everything to chinese, which I don't want. I want chinese to appear when it should be everything else lke vista's start menu text and all to stay in english.
