You might want to try out all the steps here: (fairly simple and straight forward)

Then, after you try them, if the game is still acting up, look here:

Hmm? Can you be a bit more specific....
-
both urls did not do a difference.

The first URL is a guide to help make your computer faster and the second URL is about what Information you should provide.... ;)

i have 1.2 video ram and 2 memory ram.
can you be more clear? 1.2 and 2 what? by video RAM im guessing you mean the RAM on the video card and by memory RAM im guessing you mean your RAM on your motherboard, correct?
-
correct, i pretty much think its my sucky processor. thancks everyone.
-
you have a 9600gt with 1.2gb's of VRAM? are you sure you have the correct number? also, what is the speed of your computers RAM?

Uhhh I don't think its ur processor. I underclocked my 3.8 GHZ duo core to 2.0 each core and i dont get any low fps with most games. but oh well. if u think its ur procesor.

What processor do you have on your system?
What game are you trying to play?
Does it happen with other games, or other applications?
How's your internet connection?
(You will note that your is not spelled "ur" ;))

I suggested those links before because it might not be a hardware problem, it could be a software problem.
For example, there could be a broken game file
OR
You could have too many programs running at startup/the same time
OR
The disk is heavily fragmented.
Although they may seem like a lot, the guide is pretty straight forward.
