Hello
My problem is I was planning to use the freeware VirtuaPC by Microsoft.
But I can't boot from the win98 cd boot up disk. There's nothing wrong with
the cd as I used it a year ago with partitioning. Also it autoplays just fine.
I also can't boot it up at startup. The computer just skips it.
I have Win XP pro sp2. Could it be the DVDR driver? Because I have
a DVDR but it is listed in the devices as CDRw.

Do you have your bios set up to boot first from a cd?

You have Windows XP, and you're trying to boot from Windows 98 CD in order to install Win 98 in Virtual PC?
This is not the way to do it.
I use VMware virtual machine, but it must be similar path.
You simply put Win 98 CD into the drive (when computer is already on), and point virtual PC to that drive as the source of installation.

But all the other boot up CDs ( XP, application bootups,)
they all boot up just fine at the press DEl to go to boot up options
during startup.Any ways I'm checking out Virtua Ware

You're talking about dual boot, we're talking about virtual PC.
