When i go to play Call of Duty 4 an pops up that says Directx9 encountered an unrecoverable error check Readme for possible solutions.
Can someone help me.

Have you got DirectX 9.0 installed currently?
Try re-downloading and re-installing:

I don't have internet on the computer and I reinstalled it to no effect.

Did you check all your system specs to see if it can run it?

Did you see this error from the first time you opened it, or did it just appear recently?

I just built this computer a week ago so it started as soon as I got COD4 installed and tried playing it.

I've looked at some topics on other forums and what most (3 people) had to do was re-install Windows.
On one other forum, a re-install of the game worked.
So, I'd go with option 2, to start with. ;)

Have you run - -->Start/Run/dxdiag ?
Just to check DirectX is itself all good to go - otherwise it seems the game itself is causing a conflict perhaps.
