i have a toshiba laptop with windows xp after some updates were installed it said it needed to restart but when it did it wouldnt go back to windows i tried to reformat the hard drive and install a fresh version of windows xp and it just keeps restarting over and over

How did you try to format the HD?
Did you boot from the Windows CD and format it from there?

yes and all it does is say running setup and then restarts again

Sounds like it could be a overheating issue. When you go into setup does the machine still restart?

Go to BIOS and disable all onboard devices not needed for basic install
before attempting the install.
Examples: onboard LAN, Audio, Serial port, Parallel Port, USB.

More infomation please, does it load the bois before the restart? - or does the install restart :).

the only thing on in bios is boot from cd the computer goes to the black windows xp screec then a blue screen that says setup is being restarted then to a solid blue screen that says----STOP C0000135 {UNABLE TO LOCATE COMPONENTS} THIS APPLICATION HAS FAILED TO START. WINSRV WAS NOT FOUND RE-INSTALL THE APPLICATION MAY FIX THIS PROBLEM. after this is when it restarts. i've tried a new windows xp and vista disc and neither will work

Just to make sure, are you sure you are booting from the CD?
