Alright, so I bought a webcam, video on it works, works in Skype, but sound doesn't work. I checked to make sure the volume isn't low, it says it has failed to get the drivers.
I used the drivers from the cd, didn't work, I downloaded the drivers off the internet, didn't work. Tried uninstalling everything and reinstalling multiple times, didn't work.
What can I do?
Computer:
Windows XP
Intel (R) Core (TM) 2 PC
6320 @ 1.86 GHz
1.87 GHz, 2.00 GB RAM
I'm using BitDefender (free version)
I don't know what video/ sound cards are, other than it is NVIDEA for graphics.

Try unplugging the webcam ant then install the drivers.

Tried that 5 times, I followed the directions exactly

If it's in a front USB port plug it into a rear one...
And unplug any unneccessary USB devices needed to boot properly.

It's plugged into the rear USB
I don't think it's a problem with the camera, the drivers aren't working

I'm curious why you're convinced it isn't the camera...the only way to determine this would be to install it in another XP machine which you may want to try.
