Without more information, I can only say this.

Inside Windows, there is a System Restore (http://www.computerhope.com/issues/ch000589.htm) function that brings the computer back to an earlier date.

Outside of Windows, some computer have a restore partition.

Some may even allow you to perform a Factory Reset, erasing everything on the Hard Drive and starting over.

Full Recovery - Completely erase everything and start over? (first-start conditions)

May I ask why? If it's because of a computer problem, we may be able to help.

Anyways, if you want to start from scratch, what model is the computer?

You will eventually need a Windows XP CD...sooner or later.
Unless you want to run a Linux Distro...

No. Not legally.
Wipe the machine you aren't using and go from there.

Your Dell should have recovery partition, which normally is accessible by pressing Ctrl+F11 at the startup.
