Just a quick thought on this one.

Pros: it's three years newer.

Cons: It still sucks.

It depends, though, really. Windows 98, or Windows 98SE? 95a or 95b, or 95OSR2?

Since Windows 98 and Windows 98SE (Second Edition) were marketed as separate products, due to the magnitude of changes in 98SE from 98, I think you need to state which you're talking about.  Go with 98SE if that fits your purpose here.

Is this comparing windows 95 to 98, or are you comparing a 98 upgrade from 95 to a Clean install of 98?

If you edit your post or restate your response in proper grammar, I could probably give you some info.   ;)

I'll assume you're also talking about the original Win 95, not Win 95 with the OSR 2.1 upgrade installed.  So, some differences, as derived from a retail box I still have for W98SE:

File system: W95 used FAT16; W98SE could use FAT32, resulting in more efficient use of drive space.

W98SE had better support for digital cameras , scanners, and other devices.

USB support: Little or none in W95; W98SE provided Plug and Play USB support, meaning you could plug USB peripherals into your PC's USB port without rebooting.

W98SE provided better graphics for gaming since it was built on DirectX 6 technology. and supported MMX technology and AGP for video cards.

W98SE provided better multiple monitor support, allowing you to expand your work or games across multiple monitors.

Internet Connection Sharing: not present in W95; was part of W98SE.

Application launch time: "36% faster" with W98SE.

Windows Update: automated updates were part of W98SE, but not W95.

Windows NetMeeting, which could be used to "see, talk, and work" with family, friends, and colleagues, was part of W98SE, but not W95.

There are probably other differences worth noting; perhaps someone else will post some.

Come to think of it- I figured out why there is so much repeating of questions. Smart people will use the search functionality, and find an informative post that answers their question- an example of such a post being Soybeans above.

Those too lazy and arrogant to bother using the search feature, or good grammar and spelling, for that matter, often create a new topic-

So the question is- are they going with, or against the grain. OMG. grain. there it is again.... ACK! if you take the word again, swap the first letter for a r and swap it with the g... O.... M.... G...
