Title: Reinstall of XP

My XP sp2 is not working properly. The only way to use it is in the fail proof mode. I could format the partition and begin again from zero, but I have a lot of software installed and would not like to loose that. I have been told to reinstall the OS on top of what is there, no  previous formatting.

Can this be safely done? Any suggestions?
