Title: PC power off starting after some time

when if power is off the power indicating LEDs are still blinking PC power off after 2&3 minutes

Yes, Windows is shutting down and the lite you see blinking is known as the 'Hardware' light.
As windows shuts down it will continue to blink until the HardDrive stops and Windows is Happy that everything is in it's place............2 or 3 min's is Normal and if You ever get Vistait would be Normal to blink 8-10  min's
