I am looking at getting The Sims 3. My laptop meets all the requirements except the CPU speed. I am running Windows Vista and it says the minimum requirements is 2.4 GHz. My latop has 2.0 GHz. Will I be able to play the game or will it run just too slow? If anyone could help, it would be greatly appreciated.

What processor does your laptop have?
Sims 3 requires a Pentium 4 class processor at 2.4Ghz or better - a better class of processor will not need as much speed to perform the same, for example even a 1.6Ghz Core processor would be better than the 2.4Ghz Pentium 4.

My processor is: AMD Turion Dual-Core RM-70 2.00 GHz.

That's much better than any Pentium 4, so on CPU speed you're good to go.
However, with this being a laptop your graphics may not be uop to scratch ... still, Sims 3 shouldn't be too demanding so you might be all right, it's a fairly modern laptop so should handle it.

Go to this website and try out their analysis software (that compares your pc performance against the minimum specs of the game itself and select the sims 3 from their game list menu... also I find website works bit better in IE but that's just me)

I went to the website and everything passed except the CPU. The graphics card was up to speed so I think I should be good since it is a dual processor. Thank you for the information.

Your computer should be fine I think, Sims 3 is not a hardware intensive game by all means as far as I am aware. :)
If you can install the game without the software's installer complaining that you're pc does not meet requirements, then it'll run :)

Sites like that are fine in some ways but fail to recognize the actual performance of most newer processors. They also don't tend to be able to distinguish between a good and bad graphics card other than by one or two features which aren't necessarily relevant.
Don't get me wrong, it's a good starting point, but the results always need to be taken with a pinch of salt, and always ask if you're not sure (as you have done, and your CPU is more than adequate).

Im using an intel pentium dual core CPU @ 2.16 GHz and i still lag on sims 3. any idea why?

That's a laptop with integrated graphics card which is why your game performance is bad.

It means you're using a laptop with a very weak graphics chip, which is not designed for modern games.
You can either reduce the detail settings in the game (if applicable) to try and get acceptable performance, or live with the "lag".
