Title: Cant access many things including some sites and the control panel

I don't know if it is a virus but it's something bad i cant access any anti virus sites or microsoft.com.  Also i cant access the control panel or anything associated within it.  Most of this started happening once my norton antivirus subscription ended a couple weeks ago and i can't renew it because i can't access the norton site. Also i can access these sites in the cached version under google search.  Please Help...
