First: Welcome to ComputerHope.
Second: That is not a netbook. It's a Tablet PC.  ;)
Third: Looks like your screen is bust.

When did this start? Any drops or whacks to the screen? Have you been poking hard with the stylus?
Also, how old is the laptop?

From the picture, I see you have a VGA cable plugged in. Are you using the laptop via an external monitor?

honestly its not mine but i wanna buy it, he is selling for a good price and i wanna know if i can fix it for cheap? please tell if it is fixable. :D

i'd day the curcuit in the display is damaged
does it look ok on external moniter?

I wouldn't want to buy it, he would have to give it to me.  I simply won't waste money on a purchase.

If it's still under warranty, have him send it to HP to get it fixed.
