I recently bought an 8600gt, with Dual DVI ports, My previous card was a 7300SE/7200GS, which worked fine.
I unistalled the drivers, and checked that the 7300 also wasn't installed.
I then went to the bios menu after restarting to quickly see that it hadn't switched back to my onboard graphics. I then turned off computer, and swapped the cards. I plugged an adapter into one of the DVI ports (I tried both) so my VGA cord will plug in. (I use an LCD tv as a monitor) and when I turned my computer back on, there was no signal going to my tv. I also know it didn't resume it's usually boot-up because I press Enter at the log in and it logs in, with my "busy light" flashing, but that didn't happen.
how come I am not getting any video signal from my new card?

Your card might require a power connection from the power supply, have you checked the manual?

The card might also require more power than your old card. Check the 12V ratings on you card and power supply.
