Title: drop outs in internet

Hi,

For some reason there are always drop outs in my internet. At first I thought it was the ISP, but it seems that when i switch to another computer, they were able to use the internet.

So when there are drop outs  i looked at my assigned IP address. It is like 169.XXX.X.X which is outside the 192.XXX.X.X range. How is that possible? Why would my IP address change like that?
