I'm building a new PC using Gigabyte GA EP45-UD3P motherboard, windows 7 Professional, 64bit, OS and many of my programs have installed successfully using my Plextor DVD/CD writer/player.  Everything was running smoothly until my DVD/CD drive quite working properly.  So, I figured the drive went sour and ordered a new LiteOn, IHAS124-04.  I received and installed the new LiteOn unit and couldn't get Win 7 to recognize it; well, sort of.  Going to Device Manager it does appear and updating drivers informed me that the drivers are just fine.  However, Windows Explorer does not show the device nor do I get any recognition of its existence when putting a music cd.
I put the plextor back into my older PC and it ran fine, as did the new LiteOn.  This would indicate that both writers/players are operative.  I would think that because the initial installation of the Plextor into the new machine ran fine, that the drivers also are fine.
Does anyone have any constructive input as to how I may get my new PC to again recognize a DVD/CD player/writer?  Are there components in the mobo that control DVD player recognition?  I'd appreciate any help.    Thx.

You have done the right moves.
Now you need to verify that the new mobo is good.
There is a known issue with drivers for the 64 bit Windows OS.
Here is a possible diagnostic plan.
Do you have any 32 bit  Operating  system you can try on this Motherboard? If so, try to install load the  older 32 bit Operating system on a spare drive or a new partition. It will run fine on a 64 bit CPU.The DVD drives should not even be needed. It should do fine with either drive. If not, then it is time to wonder about the motherboard.

Personal tip: I like to use the Puppy Linux live CD to test a new or broken machine. It boots quick and can read most PC hardware on the first try.

I am assuming that both CD/DVD drives are both SATA.

I recently encountered a bizarre issue with SATA optical drives and Gigabyte boards (amongst other stuff). Try plugging the optical drives into a different SATA port

Yes, both optical drives are SATA.  I did try plugging in the SATA cable into different mobo SATA slots with no change in results

I briefly explored Puppy (Thank you), but have more reading to do before installing it.  I do have an earlier version of Windows, 95 I think, that is a full version that could be installed on a new HDD to test out DVD/CD drive functionality.  However, this poses further questions:
Should I unplug my current C drive, a new 60GB SSD drive, plug in a new HDD, fire up and install a new OS on that drive whether or not it is an older Windows version or the newer Win 7, that very process would allow the optical drive to run off the BIOS, not the original Windows 7 of the SSD drive.  The first sign of this OS install would indicate the proper function of the motherboard as it relates to the optical drive.  Is this correct, and is this the purpose of method?  If so, then it would be unnecessary to do a complete install of the OS.

I should like to again mention that the drive does show up in Device Manager with the assumed correct drivers.  It just doesn't show on Win Explorer, nor seem to operate in it's current environment.
I'll try "seeing" it within the BIOS by the method described above latter today, time permitting.

They should be connected to SATA 3  slot or higher...
You may want to try a brand new data cable...

It's in SATA position 3, previously position 5, and may have tried 2.  Yes, cables were changed without improvement.

Let me say one thing.
At this point it is obvious that the mother bird is working okay. It appears to be a problem with Windows Explorer. Or maybe it's not even a problem. For some reason your optical drive has not been registered and shows up only in the device manager.
In the administrative tools you can select computer management and from their select disk management and you should see all the drives listed. We suspect that the optical drive was not given a path or drive letter. That would explain why it does not show up in Windows Explorer. Have you took a look in the administrative tools and open up the disk management?

Yes, the optical drive is indicated in the BIOS.  With further playing around, I've swapped the position of SATA plugin on my C drive from position 1 to 2 and placed the optical drive to 1 so that we know that that particular position on the SATA controller is operative.  There was no change in the results, i.e. C drive boots up and optical drive still does not show up in Windows Explorer.
Going to the Device Manager where my Plextor drive appears, I only now notice the small, yellow explanation point.  Checking it's properties it says, "Windows can not start this hardware device because its configuration information (in the registry) is incomplete or damaged.  Code 19"
With that news I tried two thing; in the BIOS, Integrated Peripherals, I changed the Onboard SATA/IDE Controller Mode from AHCI to IDE; then, I ran CCleaner, a small registry cleanup program.  I'd like to report that things are running just fine now, but it's not.
Questions:  What would be the best setting on the Onboard SATA/IDE Controller (remember I'm running Win 7, non-raid).  And, how do I go about correcting this registry issue?

No, I haven't performed a system restore.  But, I'll explore that hopefully this afternoon.  As this machine is a new-build, I always have the option just to wipe the HDD clean and start over.  The frustrating aspect of that is I had all my software installed except for the last one, photoshop cs2, and the project would have been completed.  Grrrrrr!

JJ3000, do the motherboard chipset drivers directly effect the registry?  If that the optical drive shows up in BIOS, wouldn't that infer that the mobo drivers are performing as they should?

Questions:  What would be the best setting on the Onboard SATA/IDE Controller, IDE or AHCI (remember I'm running Win 7, non-raid).

Concluding remarks:  System restore did not fix the registry.  Because this is a new PC, I did a new OS install and have since loaded most of my programs without incident.  How the registry got corrupted, I'll never know, nor have I gained any knowledge as to how to repair it should it ever happen again.  That said, I thank those who have tried to help me solve this problem.

Think that over some more. You did learn that when you take your time with the problem and seek the help of others that the problem may just dissipate with repeated efforts.

Continue to run in IDE mode, until you can find the proper SATA drivers for AHCI.
