While his sentence construction leaves something to be desired, it can be deciphered. If you are saying that one should not have to go to that much effort, I agree.
It also appears that webeye has left us, but I'll try to answer anyway in case anyone else is reading along and is interested.

1.) Yes.
The command is /silence +nick
to add nick to your silence list.
To remove a nick, /silence -nick
To view your current silence list, just /silence
2.) If you use the command as noted above, - No, it will not work if they change nicks.
The basic way I gave you the command above, silences by nick.
However, if you change the command a bit, like this:
/silence +*!*@ABCDEF.123456.GHIJKL.IP
would silence all nicks from that hostmask. Now if they change nicks, it won't matter... they will still be silenced,
along with anyone else at that hostmask.

Good question.
/ignore is a command that is recognized by the mIRC client. I don't know about other clients though.
/silence is a command recognized by the server that carries the chat channel in question, so I'm thinking that since it functions at the server itself, the users choice of client will not matter.
Normally, I would probably try to use such a command on my own client, first. It probably has more bells and whistles for me to fiddle around with, and tune the way the command behaves.

hi , The Silence Command may be used to effectively prevent private messages, commonly known as "PM", notices, and CTCP events from another user from reaching you. For channel messages you have to use the /ignore command (client side). :)
