Title: cant do a fresh windows install

i got this new dell dimension 8100 and the only way i get in is as a limited account. this computer is mine so i am trying to do a fresh install, the problem is i cant install new windows OS. First it wont boot from cd drive, neither did my  live cd and when i try to run it from the computer it says i need to be an administrator. I dont care about any of the files as this a a freebie computer just wanna do fresh install. But everything i do does not work. Any suggestions or help will be much appreciated been working on this problem for days now!!!
