Title: FTP XCOPY | File Transfer : Limit Bandwidth usage?

This is more of a global Windows Question, does anyone know of a way to limit the bandwidth used when sending a file from one system to another?

This is a work related question or at least I'm asking because of a work problem.

One of our servers receives some very large files and this causes the 12M circuit to max out causing other problem in other places as devices or users fight for the bandwidth that isn't there. At one point I thought there might be a difference between an FTP and an XCOPY protocol but it appears that regardless Windows will still use the full bandwidth that is available.
