thats wut i thought until i went to a reinstall windows site and seen this.....

Now input your product key or certificate authenticity code. This is 16 digits and is located on the back of your CD case or on the Windows 98 Book. If you have an OEM computer then it could be on the side or back of your computer. Click next to continue.
i have a Windows 98 SE OEM that has never been registered or activated yet

You got the CD from a friend? In that case it may be the security device stopping you... The security device recognizes the specs of the computer it installed on.. If major changes take place (change of motherboard, etc.) then it prevents installation for that CD key... Unless you can call Microsoft... Could this be the problem?

If it is an original 98se disk, you can. If the disk was used to install on your working computer, you can access the product key by going to a DOS prompt and entering the following:

FIND.EXE/I "ProductKey" %winbootdir%\SYSTEM.DAT

Enter the command exactly as shown.

Overwriting Windows will rarely fix anything.
