Welcome to CH
Please include more details.
Does it work well without the 8GB chip?
Does it work on a 2 GB chip?
Which android? What version of the OS?
What PC do you have? Which OS?
Try another USB cable.
Are you using a USB Hub anywhere? Try without it.
Is you Android plugged into the wall? Try it on battery only.

I have Samsung 8GB Micro SD Card

Do other cards work in the reader ?
-
Are you removing the card from the phone, or connecting the phone to the PC to read it that way?
If your connecting the phone with a USB cable, try removing the card and placing it in a card reader.
If your still getting I/O errors, then format the card and try again. (Email or bluetooth needed files off the card first!)
