Title: language bar/keyboard layout

Im looking for a way to allow my terminal users to change their keyboard layout with out opening up the control panel so they can do so. I want it so they can see the "language bar" at the bottom and choose what keyboard layout they have or would like to have.

Is there a way to do this? as well as make the change for existing users?

( using windows server 2008 R2 )
