While opening  a website 
"RECOVATION FOR THE SECURITY CERTIFICATE FOR THIS SITE IS NOT AVAILABLE. DO YOU WANT TO PROCEED? "

It is a warning.  A bad web site can give you a virus.
You can proceed if you are sure the site is OK.
