Title: random pop-up at start

i have had my computer for a while, and I used to be able to fix the problems by doing a system restore... now i get this pop-up whenever i log on, about every 30 minutes, and if i leave my computer, they build up and freeze it, the pop-up is C:\WINDOWS\System32\WINCTR-1.EXE

Disable system restore.....and re-scan pc for virus/trojans worm etc......

Does the pop up say the above thing didn't start or what?
