I know that this happens by hitting CTRL rather than Shift, but how is it fixedÉ (see - that should have been a question mark not an accented E)

Where do you live? What keyboard do you have? Who else uses your computer?

In other parts of the world the keyboard layout is different. For example, in South America a Latin keyboard layout is common.
You may have accidentally installed a keyboard layout for a different region.
