Is there a command to make a file read only in DOS?

Here's my ultimate deal.....i installed a "critical update" from microsoft and now my computer keeps cycling through its startup and will not get past loading windows 2000.  Once it shows that it has fully "loaded" it will shut off and then restart all over again....i got to the point where i can at least type in MS DOS prompts, which is has now been my greatest advancement....and microsoft's site has been no help to me.....is there anyone one, or many "one's" that can spare the time to help this oh so frustrated computer lover?!?!

P.s.  I am obviously using another computer.  As another note.  I have the two comps linked so that i can at least get pointers from here and immediately flip over and try them out on the infected one.
