Title: Can't run any .exe files because of missing .dll
Post by: donotcare on March 25, 2017, 05:26:59 AM
I've been looking all over different web forums for a solution to my problem, but to no avail. In the past few weeks my computer has been randomly blue screening and shutting down in the middle of work. The last time this happened, when I rebooted my computer, none of my applications/.exe files have worked. I get a system error message saying...

"The program can't start because .DLL is missing from your computer. Try reinstalling the program to fix this problem."

This leaves me confused since it is not telling me any specific .dll that is missing. I've tried resetting my pc and this is also not working for me. I would appreciate any help. Thanks in advance

Why do you feel this is caused by malware or a virus?   It could be a hard drive that is dying and corrupt. If able to do so, i would run crystaldiskinfo to see if the hard drive is healthy or damaged or dying.  I use the portable standard edition myself. http://crystalmark.info/download/index-e.html

Hello and welcome to Computer Hope Forum. My name is Dave. I will be helping you out with your particular problem on your computer.

1. I will be working on your Malware issues. This may or may not solve other issues you have with your machine.
2. The fixes are specific to your problem and should only be used for this issue on this machine.
3. If you don't know or understand something, please don't hesitate to ask.
4. Please DO NOT run any other tools or scans while I am helping you.
5. It is important that you reply to this thread. Do not start a new topic.
6. Your security programs may give warnings for some of the tools I will ask you to use. Be assured, any links I give are safe.
7. Absence of symptoms does not mean that everything is clear.

If you can't access the internet with your infected computer you will have to download and transfer any programs to the computer you're using now and transfer them to the infected computer with a CD-RW or a USB storage device. I prefer a CD because a storage device can get infected. If you use a storage device hold the shift key down while inserting the USB storage device for about 10 secs. You will also have to transfer the logs you receive back to the good computer using the same method until we can get the computer back on-line.

To Run the SFC /SCANNOW Command in Windows 8
1. Open an elevated command prompt. (http://www.sevenforums.com/tutorials/783-elevated-command-prompt.html)

2. To Scan and Repair System Files
NOTE: Scans the integrity of all protected system files and repairs the system files if needed.
A) In the elevated command prompt, type sfc /scannow and press Enter. (see screenshot below)
NOTE: This may take some time to finish.

B) Go to step 4.

3. To Only Verify if the System Files are Corrupted
NOTE: Scans and only verifies the integrity of all proteced system files only.
A) In the elevated command prompt, type sfc /verifyonly and press Enter.

4. When the scan is complete, hopefully you will see all is ok like the screenshot below.
NOTE: If not, then you can attempt to run a System Restore (http://www.sevenforums.com/tutorials/700-system-restore.html) using a restore point dated before the bad file occured to fix it. You may need to repeat doing a System Restore until you find a older restore point that may work.

5. When done, close the elevated command prompt.

For some reason I cannot insert my screencaps of cmd but I will type out what errors I received.
After running "sfc/scannow"  I got the message...
"Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not supported in offline servicing scenarios."
I also get the same error message after running "\verifyonly"
I guess i'll try to restore to a previous point.

Yes, try the restore. Do you have the OS disk or is their a recovery installed on a separate drive?

My PC is now telling me that I don't have any images to revert back to. I also try to see if windows is the problem and if I try to repair that I get "The drive where Windows is installed is locked. Unlock the drive and try again."

When you ran SFC did it ask for the disk?

I wish I could give more feedback on what happens, it gets about 30% complete and then stops, saying there has been an error :/

We need to check to see if there is a hardware problem.

Run hard drive diagnostics: tacktech.com (http://www.tacktech.com/display.cfm?ttid=287)
Make sure, you select tool, which is appropriate for the brand of your hard drive.
Depending on the program, it'll create bootable floppy, or bootable CD.
If downloaded file is of .iso type, use ImgBurn: imgburn (http://www.imgburn.com/) to burn .iso file to a CD (select "Write image file to disc" option), and make the CD bootable.
For Toshiba hard drives, see here: (http://sdd.toshiba.com/main.aspx?Path=ServicesSupport/FujitsuDrivesUSandCanada/SoftwareUtilities#diagnostic)

Note : If you do not know how to set your computer to boot from CD follow the steps here (http://www.hiren.info/pages/bios-boot-cdrom)

That could be a problem with bad RAM. Please run this check just to eliminate that possibility.
Test your RAM here. (http://www.memtest86.com/)

That may be a good idea because it appears to be a hardware problem.
